International Recovery Platform

This Disaster Recovery Framework will help guide and coordinate decisions on rebuilding over the next three years till 2021 and inform more detailed recovery programs, plans and projects that will be developed and implemented by the government ministries.

The purpose of this handbook is to provide authoritative guidance to people within government and its agencies, non-government organisations and communities on how to plan for the orderly management of an evacuation before, during and after an emergency or disaster.

This report was prepared by the Fukushima Nuclear Accident Independent Investigation Commission for the National Diet of Japan. It investigates the circumstances and causes of the Fukushima nuclear power plant accident in 2011.
