This special section of the annual white paper on gender equality 2012 provides an analysis and proposal under the theme of disaster prevention and reconstruction from a gender equal society perspective.

Public facilities and infrastructure can be built in such a way as to reduce disaster risks and serve as disaster risk management facilities. This document is a knowledge note for structural measures of Multifunctional Structures.

防災白書は、災害対策基本法に基づき、毎年、通常国会に報告される法定白書で、防災に関する措置の概況と計画についてまとめたものです。平成24年版防災白書では、第1部において、引き続き東日本大震災を取り上げ、現在の復旧・復興状況を報告するとともに、東日本大震災を踏まえた我が国の今後の災害対策の方向性等を提示しています。

東日本大震災により被災した地方公共団体においては、地域の実情等に対応した長期の 復興計画を策定し、復旧・復興施策を進めることとしている。その計画の策定に当たっては、 各被災地方公共団体において、学識経験者による検討会の設置、住民集会の開催など多 様な取組が行われている。 これらの取組は、今後の災害発生時に地方公共団体における復興計画の検討に当たっ て有益な先行事例となるものである。本調査の目的は、復興計画を収集・分析し、今後の活用に資するよう分類・整理することである。
